South Concepción | Rocuant Andalién Wetland will be a pilot project for a new management model developed by the Cosmos Foundation

The project also includes the El Culebrón Wetland in the Coquimbo Region, and its main purpose is to serve as an input for improving urban planning and growth.

The “Management Model for Metropolitan Wetland Parks” guide is a project of the Undersecretariat of Regional and Administrative Development (Subdere) and the Inter-American Development Bank (IDB), developed by the Cosmos Foundation. Its purpose is to serve as an input for improving the planning and growth of cities, taking into account the value of these high natural value ecosystems.

This model was developed in collaboration with the Ministry of Housing and Urban Development, the Environment, and the Regional Governments of Biobío and Coquimbo. It proposes a roadmap for the implementation of viable collective management of metropolitan parks around wetlands in urban or peri-urban areas.

It also focuses on the relationship between regional governments and municipalities through the Mayors’ Advisory Committee, which is required by law to coordinate its management whenever a metropolitan area is established.

The implementation of the Management Model will have as pilot projects the Rocuant Andalién Wetland System in the Biobío Region and the El Culebrón Wetland in the Coquimbo Region, in order to identify the correct application of the model and possible areas for improvement in the efficient and sustainable management of Metropolitan Parks, with the participation of regional governments, regional ministerial secretariats, mayoral committees, civil society organizations and collaborating private institutions.

As detailed by the Foundation, the guidelines include the configuration of the wetland as a public space; the predominance of the park’s natural components and attributes as the central axis of management; the gradual development of complementary green infrastructure; and the delimitation of a wetland protection area, allowing for its connectivity and integration with metropolitan and local ecological infrastructure.

This collaborative work constitutes a key tool for implementing, managing, and administering metropolitan areas, and promoting the organic and planned development of the country’s large cities located in areas with wetlands, said Diego Urrejola, executive director of the Cosmos Foundation.
