Along with more than 100 stakeholders from various civil society groups, we participated in “Chile Creates the Future,” an initiative of the National Council for Science, Technology, Knowledge, and Innovation for Development (CTCI), which aimed to analyze the opportunities and challenges Chile could face in the future.
During 13 meetings over six months of work, we discussed possible future scenarios and proposed fundamental guidelines for the future of Chile based on four changing phenomena: the digital revolution , the biological revolution , the crisis of democracy , and the crisis of the sustainability of life on the planet.
The initiative culminated with the presentation to the President of the Republic, Gabriel Boric, of a document that compiles an analysis of possible scenarios for the country and guidelines with proposals for moving toward a positive future.

“The council invited civil society organizations, academics, and business leaders to reflect on the issue so that we can contribute, based on our diverse experiences, to a shared vision of the future, where we as a country can anticipate the various challenges ahead,” commented Diego Urrejola , executive director of the Cosmos Foundation, who represented us at this event.
Possible scenarios for the future of Chile
To project our country’s future, the group defined a set of twelve factors of change that served as a basis for imagining the many future options for Chile and allowing us to propose guidelines and actions.
Along these lines, the scenarios created were used to imagine the multiple future options for Chile and allow us to propose guidelines and actions in a context of highly complex and uncertain phenomena.
Thus, four scenarios were defined and recognized, each of which represents a narrative about the future of our country and can be understood in Figure 1.
Guidelines and proposals for a good future
The bulk of the document is the statement of guidelines and proposals that arise from the dialogue processes in CHILE.
CREATE THE FUTURE, which were also informed by expert reports on each of the four changing phenomena in which the document is contextualized.
Thus, five closely interrelated axes were defined, from which proposals emerge for moving toward a strong, sustainable State prepared for the challenges of the future.
1.- Strategic capabilities of the State:
- Leverage and enhance the capabilities of institutions that generate knowledge in and for the State.
- Strengthen the institutional framework for anticipating and managing complexity from the State’s perspective.
- Strengthen the State’s capacity to provide structural conditions for generating the social bond that sustains a healthy democracy.
2.- Institutionality for the impact of science, technology, knowledge and innovation:
- Leverage public information as a source of research and analysis of public policies.
- Designing an institutional framework for the knowledge-state interface.
3.- Stronger territories closer to people:
- Leverage digital technologies to create greater closeness between the State and its citizens.
- Review and redesign regional land use planning frameworks to ensure sustainable land use.
4.-Strengthening democracy:
- Understanding and valuing the heritage and recovering the value foundations of democracy.
- Promote the development of citizens with agency and critical thinking skills.
5.- Towards sustainable development:
- Understanding that our well-being depends on having a healthy nature.
- Incorporate investment and evaluation criteria that drive sustainable development.
- Create public-private agreements for sustainable productive development.
